The objective of the Corporate Affairs Section is to support the role of elected members as leaders of their communities and to assist the community and sectoral representatives. We also improve internal, external customer satisfaction  through the delivery of efficient, effective, value for money and high quality services.

 

The Role of an Elected Member(Town Councillor)

Within the local government system major decisions of policy rest with the elected council. The day-to-day operational management rests with the Town Manager and the Town Clerk.

Functions performed by the council are known as reserved functions and are the exclusive perogative of the elected members. These reserved functions are carried out by way of resolution passed at a meeting of a local authority. They involve decisions on major matters of policy and finance such as:

  • Adopting the annual budget
  • Detemining the annual level of commercial rate to be charged
  • Borrowing money
  • Making or varying a development plan
  • Making a special amenity area order
  • Adopting a scheme of letting priorities for local authority dwellings
  • Demanding expenses from any other local authority
  • Making, amending or revoking bye-laws
  • Bringing enactments into force in the functional area of the local authority
  • Nominating persons to act on committees or on other public bodies
