Role of the Council as a Housing Authority

In the past few years the demand for the range of housing services provided by the Council increased considerably. The Council has reacted to this by vigorously promoting the broad range of initiatives available to it.

At present there are three primary methods at the Council’s disposal to meet the Housing Needs of Potential Clients.

  1. Social Housing            This is the traditional method of meeting a housing need whereby the Council owns the property and rents directly to the tenant(s) for a rent calculated in accordance with the applicable differential rent scheme.
  2. RAS                            Rental Accommodation Scheme this is a reasonably new method for meeting a housing need. In this arrangement the property is privately owned. It involves a three way contract between the Housing Authority (Council), the owner of the property and the tenant. The Tenant pays a rent contribution to the Council in accordance with the applicable Differential Rent Scheme.
  3. Social Leasing             This is very similar to RAS in this arrangement the property is also privately owned and involves a three way contract between the Housing Authority (Council), the owner of the property and the tenant. The Tenant pays a rent contribution to the Council in accordance with the applicable Differential Rent Scheme.

The Council reserves the right to use any available mechanisms to meet a household’s need.
